Error 403 Forbidden very often

I need some help urgent please. I have a VS-GW1600-20G.
I am getting very often (approximately 1 of 4 SMS) the following error by posting HTTP so SMS.

And some times not so often: “Get report failed.”
I disable 3 ports (17 ports enable) and tried by shortest serialization delay (312 msec per Gateway, 5.304 sec per port) and the error appears continuously.
It is funny, I have a VS-GW1600-4G (4 ports) which doesn´t display errors (serialization delay of 1.250 sec per Gateway, 5 sec per port) which transmits aprox 2,200 SMS /Hour while VS-GW1600-20G is tramiting aprox 5,100 SMS.
VS-GW1600-4G (550 SMS/HOUR per port)
VS-GW1600-20G (300 SMS/HOUR per port)
It should be opposite! Isn’t It?
