A-400P Can't dial OUT

I bought A-400P had 2FXO and 2FXS , I can't to dial out with my dialplan in extension.conf it is

exten => _9XXXXXXXXX,1,Dial(Zap/1/${EXTEN:1})

.

when i press 9XXXXXXXXX it can't to dial XXXXXXXXX , normally should be dial out.Why ? Help me please
