Setting up D-110P on Elastix 1.5.2-2

Am setting up D-110P on Elastix 1.5.2-2. After changing a bit settings on the .conf file, it works a bit.
What happened:
Incoming Call: ring once, heard busy tone once pick up the phone
Outgoing Call: "all circuits are busy now" voice msg is heard.
LCD on Card: GREEN
