Unable to create channel of type 'extra'

I have been using a WGW1002G for almost six months without problems since a week. Suddenly one of the sim ligths of the gateway is always orange and if I try to make two simultaneous call (outgoing) I always get the same message on the logs.

My pbx says congestion I cant make the call.

Incoming calls works perfectly I can recieve two at the same time. Could you please help me?
