I have a strange issue where I cannot dial out of certain FXO ports on my A800P.
As you can see, some of the ports have RED alarms:

Currently I can dial out of ports 1 and 5 with no problem - the other channels just return congestion.
I have tried upgrading to Asterisk 1.6.2 and applying the patch for ignoring the hook state (

) but these did not resolve the problem.
I have also tried LoopStart and KewlStart with no difference in the results.
The working ports seem to be the first in the batch of four ports (i.e. 1 and 5)
Any advice would be greatly appreciated.
