RED Alarms on FXO Channels - Asterisk 1.4.30

I have a strange issue where I cannot dial out of certain FXO ports on my A800P.

As you can see, some of the ports have RED alarms:

Currently I can dial out of ports 1 and 5 with no problem - the other channels just return congestion.

I have tried upgrading to Asterisk 1.6.2 and applying the patch for ignoring the hook state ( https://issues.asterisk.org/view.php?id=14577#c107399 ) but these did not resolve the problem.
I have also tried LoopStart and KewlStart with no difference in the results.

The working ports seem to be the first in the batch of four ports (i.e. 1 and 5)

Any advice would be greatly appreciated.

Hi:
1) please double check you connection of other FXO port . make sure the connections are correct.
2) try to exchange the PSTN line that connect to the first FXO module with the one that connect the second FXO module.
Anyway,please let me know the result.
now i find that you signalling is FXSLS, maybe your configure file has some issue, plesase send you ssh to me .
