I think it can done. it depends on how do you set it out. you have to confirm that four fxos are in server or two servers.

i need to use 1 fxo channel to dispatch inbound to another fxo channel
i can set it to dispatch to another like this:

extension setting for zap fxo(no.2)
inbound route setting for fxo(no. 1) and set destination to extension of zap fxo (no. 2)
inbound route setting for fxo(no. 2) to my ivr

fxo(no. 1) dispatch inbound route to fxo(no. 2) and fxo is receive inbound
but fxo(no. 1) is still busy it is not free for ready to receive new inbound

I guess you want to make a call forwarding to another FXO/PSTN.
I am afraid, but what you want is not possible with asterisk, once the call get into FXO channel, it can bridged to another channel, but cannot disconnect from it.
Since the pstn lines come from your telco, the only way you do it, is to call your Telco and ask to enable switching features, ask them if if they provide a Call Forwarding service. For instance **88 with the Telco I use. Then you can enable or disable this service from asterisk by dialing the number from dial plan.
You can also ask your telco if they offer service to forward call to another pstn when line is busy.
