D210E 被识别成modem

一台浪潮服务器，安装了A800P一块，D210E一块

每次重启后，D210E 被识别成：
Communication controller: Lattice Semiconductor Corporation Unknown device 0210 (rev 02)
导致zaptel驱动不能识别D210E。
关机后，拔掉卡启动，然后再插上卡启动，可以正确识别。
然后再次重新启动后，又不能识别。
